It is designed to inform persons who lost funds in connection with the purchase of PLBT Tokens in the Polybius initial coin offering, or in connection with an investment in HashCoins or HashFlare.io, about the United States Department of Justice ("DOJ") asset forfeiture and remission process relating to the criminal case captioned United States v. Sergei Potapenko and Ivan Turogin, Case No. 22-cr-00185-RSL (W.D. Wash.), and about the consulting and victim recovery services offered by Tessera Systems Inc.

An attorney-client relationship with the law firm retained in connection with our services may be created only if and when you execute our Consulting and Victim Recovery Services Agreement and the related joinder to the law firm's engagement letter. 3. No Guarantee of Recovery; Right to File Independently
- No Guarantee: Tessera Systems Inc does not guarantee any recovery, result, or outcome. Any remission or restoration of forfeited assets is administered solely by the DOJ, and the timing, eligibility criteria, and distribution methodology are within the exclusive discretion of the Attorney General or the Attorney General's designee. Where forfeited funds are insufficient to fully compensate all victims, distributions are generally made on a pro-rata basis, and you may receive only a fraction of your losses, or nothing at all.
- Right to File Independently: You are not required to engage Tessera Systems Inc or any other third party to participate in any government-administered victim compensation process. You may respond to government victim questionnaires and file a petition for remission directly with the DOJ, free of charge, on your own behalf.
- Non-Binding: Submitting your claim information through this website does not obligate Tessera Systems Inc to accept your claim, enter into an agreement with you, or take any action on your behalf.
